Appeals Court hears Voting Rights Act case with local land-use implications

San Francisco, CA – For once, Thursday, ground zero in the never-ending battle over Monterey County land use was not in the Salinas Valley or on the Peninsula ... but in San Francisco. An overflow crowd of slow-growth supporters and Latino voting rights advocates packed the main courtroom at the 9th U.S. Circuit Court of Appeals early Thursday morning for a Voting Rights Act case that could determine the fate of the Monterey County General Plan initiative and the Rancho San Juan referendum.
