Watsonville, CA – If you were to aimlessly throw a rock in the city of Watsonville, chances are you'd hit something with the words "Measure E" printed on it. That measure puts this question before Watsonville voters: Should a 50-year-old property tax that funds the city employee retirement fund be repealed? And while the issue might seem pretty clear-cut, KAZU's John Sepulvado reports there's a reason why there's so much contentious campaigning taking place in Watsonville.
