Veterans Transition Center adapts to government shutdown, Obama enters redistricting fight

The Veterans Transition Center leads programs for incarcerated veterans inside Soledad prison and sometimes offers transitional housing when they are released. These transitional and emergency housing programs rely on federal funds.
